Brussels Prepares 2026 Enlargement Review Amid Shifting Political Winds

The European Commission will release its annual enlargement package on Nov. 4, offering a critical assessment of nine candidate countries. This year’s reports arrive at a volatile moment, as rising right-wing nationalism across Europe threatens to complicate the path toward integration for the remaining front-runners and laggards alike.

The upcoming review promises to be more than a status report, as the Commission introduces accession roadmaps for Montenegro, Albania, Moldova, and Ukraine. These documents aim to outline potential end dates for negotiations, though they stop short of binding the bloc to specific timelines. While Montenegro and Albania continue to lead the pack with realistic targets for closing all 33 negotiation chapters by 2026 and 2027, the path for Kyiv and Chișinău remains complex. Both have completed their screening processes, yet they face the hurdle of meeting strict rule-of-law benchmarks regarding judicial independence and anti-corruption measures before they can formally close chapters.

Elsewhere, the enlargement map shows a deepening divide. Serbia’s negotiations have remained effectively frozen since 2021, while North Macedonia continues to face a constitutional impasse concerning Bulgarian minorities. Georgia’s candidacy has stalled entirely, with officials citing significant democratic backsliding. Meanwhile, the Commission is weighing the reallocation of funds from the Reform and Growth Facility for the Western Balkans, as countries like Bosnia and Herzegovina have failed to unlock support due to a lack of reform progress. Analysts warn that because final accession requires unanimous approval from all 27 member states, the EU’s merit-based system remains vulnerable to bilateral disputes that no roadmap can fully resolve.
