He reportedly blocked critical assessments, including a March report warning that Israeli settlement expansion signaled a potential move toward formal annexation—a policy that contradicts the Trump administration's stated position.

When Senator Chris Van Hollen requested details on the nine Palestinian Americans killed since 2022, embassy staff compiled findings showing that most investigations had stalled or been closed without charges. Instead of forwarding this data, Milstein allegedly intervened to ensure the State Department sent a letter claiming Israel was properly managing the investigations. Ambassador Huckabee has dismissed the allegations as a "hit piece" and defended his aide, while external critics and foreign policy experts argue that the suppression of these findings constitutes a direct obstruction of congressional oversight and an abandonment of the duty to protect American citizens abroad.
