A group of 19 Democratic senators introduced legislation Wednesday aimed at curbing Israeli settlement activity in the E1 area of the West Bank. The bill seeks to impose financial sanctions on entities facilitating construction projects that critics argue would permanently sever Palestinian territory and render a two-state solution impossible.

Senator Elizabeth Warren, leading the push alongside Chris Coons, Ruben Gallego, and Ron Wyden, framed the measure as an effort to protect the viability of Palestinian statehood. The proposed legislation targets companies providing infrastructure, financing, or real estate services to projects in the E1 zone, threatening them with exclusion from the U.S. financial system. The move follows a growing international chorus of opposition, with the United Kingdom, France, and Canada recently taking steps to restrict trade with settlements deemed illegal under international law.

Despite the legislative effort, prospects for the bill remain dim. Congress has shown little appetite to curb military aid to Israel, even as international scrutiny intensifies regarding the humanitarian crisis in Gaza and rising settler violence in the West Bank. Critics, including policy analysts like the Quincy Institute’s Khaled Elgindy, dismissed the bill as performative, noting that the primary driver of E1 expansion is the Israeli government itself. While the bill has garnered support from groups like J Street, it faces significant political headwinds, including a White House approach that has largely avoided direct confrontation with the current Israeli administration over settlement policies.
