Trump Budget Targets Key Housing Program Amid Homelessness Crackdown

As the Trump administration intensifies a nationwide campaign to clear public spaces of homeless individuals, its fiscal year 2026 budget proposal seeks to dismantle the Continuum of Care program, a critical federal initiative that has long served as the primary vehicle for moving people from streets into stable, permanent housing.

Trump Budget Targets Key Housing Program Amid Homelessness Crackdown

The proposed budget would eliminate the Department of Housing and Urban Development’s Continuum of Care, instead reallocating resources toward the Emergency Solutions Grant program. This shift prioritizes temporary shelters and transitional services over the "Housing First" models that have successfully reduced homelessness in cities like Dallas, San Bernardino, and Montgomery County. Advocates warn the change threatens to leave thousands of projects in limbo, with the National Alliance to End Homelessness estimating that 170,000 residents could lose access to permanent supportive housing.

Beyond structural changes, the administration’s plan includes a $532 million cut to Homeless Assistance Grants, a reduction that critics argue will exacerbate a national crisis. Ann Oliva, CEO of the National Alliance to End Homelessness, characterized the 12% funding cut—coming during a period where homelessness has surged by 18%—as a "recipe for disaster." This fiscal tightening coincides with an executive order mandating the involuntary commitment of homeless individuals to psychiatric facilities and the enforcement of strict sobriety requirements for housing assistance.

In Washington, D.C., the administration’s approach has manifested as a federal takeover, with police clearing encampments and threatening jail time for those who decline shelter services. Housing advocates argue these policies ignore the root economic causes of homelessness, noting that national rent prices have outpaced income gains by 325% since 1985. Critics contrast the administration’s austerity measures with the estimated $400,000 daily cost of deploying the D.C. National Guard for operations, arguing that resources are being diverted from housing solutions to criminalization.
